I haven't seen 2017 base rails up close, is there no rise and gap along them? On my '14 there's a gap between it and the roof, plus the sliding horizontal rails.
It's kind of curious that they put them on at all if there's no way to use without adding or modifying them. Are they just plastic molding or painted steel, anodized aluminum, or ?? On mine they're anodized aluminum and plastic end pieces and trim.
I suppose if it's your vehicle you can do anything you want to the rails, unscrew and modify them any way you want them, though they're not exactly heavy duty so I would consider that.
I might check around local junk yards to see if they have the higher line rails from a 2011 or newer and what they want for them, assuming they haven't changed the roofline itself since then?
I do see roof rack cross bars on Amazon for $122 (maybe cheaper elsewhere edit: $105 and up on eBay @ 2nd link) but they "look" a bit thin/flimsy, though looks can be deceiving, probably the ends are the weak point not the beam itself:
