Brake lights

Hi folks,
I have no brake lights on my '91 and the usual suspects aren't working. I have brake switch continuity, checked the stop\hazard fuse. Good but changed it anyway. Tested at back of fuse box and showed no power to the fuse. Turn signals and tail lights work, just not brake lights. Hazard lights don't work either but that's expected with no power to the fuse.
My first explorer and I just got it yesterday. Got it cheap and thought it would be an easy fix. Any one have any ideas? Thanks for reading this!
